:In this paper,it is pointed at the first that the structure and state initial values of state transition function and output function of the conventional running key generator are fixed,consequently it can been deciphered by use of enough datum are received over channel.Owing to the reasons stated above,we propose varying structure/varying initial values running key generator by making of hybrid operation sign,in the sense of digitai or quasi chaos,making the structure initial values and the state initiail values of the state transition function and the output function renew once a byte;the state initial values do renovate a time as the state initial value renewing conditions hold,while the running key generate.The varying structure/varying initial value running key generator can not been deciphered by use of enough datum received over channel before the hybrid mathematics is constituted.
