农村社会保险立法的切入点

我国社会保险制度建设存在严重的城乡失衡，农村社会保障模式实际上还是以家庭保障为主，农村居民应对生存风险的基本方式是家庭成员之间的互助，制度化的社会保险只覆盖了极少一部分农村人口。我国现有的立法对农村社会保险几乎避而不谈，这不是长久之计，农民社会保险写入立法是必然要求和趋势。农村社会保险立法是一个长期的过程，在立法的初级阶段，应当注重在哪些方面则是现阶段值得探讨的问题。
