２０００年国家首次提出的国家助学贷款政策并没有达到预期的效果。主要表现在：银行对助学贷款缺 乏动力，社会信用基础薄弱，地区经济发展不平衡导致学生贷款数额差异。可考虑成立国家助学贷款管理中 心，由农发行负责经营管理，同时鼓励民间资本进入助学贷款领域；进一步加强学校的督促作用，真正落实 国家助学贷款政策。
