| 摘 要： | 深化行政管理体制改革,建设服务型政府,是党的十七大作出的重要战略部署。建设服务型政府是一个漫长而艰巨的过程,就政府自身这一层面,构建服务型政府,实现由传统＂管制型＂政府向＂服务型＂政府这一历史性的转变,笔者认为有以下几个方面的实现途径：一是坚持依法行政,建设＂法治政府＂;二是转变政府职能,建设＂有限政府＂;三是提高行政效率,建设＂效能政府＂;四是推行政务公开,建设＂阳光政府＂。
