| 摘 要： | 近三十年的实践，中国渔业保险取得了一定成绩，但也存在不少问题。从国内最新研究成果来看，政策性渔业保险是发展主要趋势，渔业保险需“政府和市场”双驱动，在中国渔业保险面临诸多问题与挑战情况下，需要根据中国渔业保险区域性特征与经验，总结借鉴国际经验，设计中国渔业保险的发展模式。中国当前渔业保险法律基础有待进一步完善，渔业保险管理体制有待进～步理顺，渔业保险政策性扶持有待进一步加强，渔业保险市场均衡水平有待进一步提高，渔业保险发展模式的全国统筹的顶层设计有待探索。从而需要，重视法律制度的完善，发挥法律保障作用；重视国家财税制度的加强，发挥政策引导作用；重视保险模式框架设计，发挥全国统筹规划作用。 |
