技术不占优的国家设立技术壁垒是否有意义:一个开放两国模型

本文结合金融危机过后中国在国际贸易活动中屡受技术占优国家设立技术壁垒阻碍的现实背景,通过建立开放两国模型,对预期的混合策略博弈和比较福利进行分析,结果表明,由于技术壁垒存在"表面严格效应",因此只要技术差距不大,即使技术不占优的国家设立技术壁垒,也能够给本国带来福利增进。因此,我国在金融危机和全球贸易保护主义抬头背景下,即使技术不占优,也应该积极应对别国对我国设立技术壁垒的挑战,在不违反自由贸易准则和WTO规定的前提下,利用合理的技术限制手段,维护国家的贸易利益。
