金融包容的逻辑起点及体系构建——兼论新背景下金融包容的推进与应用

鉴于国内对金融排斥、普惠金融、金融包容的研究还存在诸多分歧,地理学者和金融学者对其可达性及使用性维度仍有不同理解,从学术溯源的角度,通过梳理金融包容的历史沿革和内涵演化,界定不同理念之间的区别与联系,并结合最新的数字金融、虚拟集聚背景,提出“三度”“三维”“三协调”为一体的金融包容体系。从复杂系统论的角度,创新性地将其分为金融包容的协调体系、风险管理体系、创新体系、组织体系及传导体系,并探索了主流金融范畴的扩展、格莱珉模式的思考以及传递渠道的创新等,剖析了新的研究范式的不足,为未来理论研究和实践推进提供路径及展望。

The Logical Starting Point and System Construction of Financial Inclusion:The Promotion and Application of Financial Inclusion in the New Context

In view of the differences between financial exclusion,universal finance and financial inclusion,and the geologists and financial scholars having different understanding of the dimensions of accessibility and usability,the paper reviews the historical evolution and the connotation evolution of the financial inclusion,defines the differences and links between different definitions,and combines the latest digital financial and virtual cluster background,on the basis of which putting forward the financial inclusion system of the“three-aspects”,“three-dimensions”and“three-Coordination”.From the perspective of complex system theory,it can be divided into an inclusive coordination sub-system,a risk management sub-system,an innovation sub-system,an organization sub-system and a conduction subsystem.The extension of the mainstream finance,the drawbacks of the Grameen model and the innovation of the transmission channel are also explored.The paper analyzes the shortcomings of the new research paradigm,and provides the path and prospect for future theoretical research and practice.
