随着人与自然矛盾的突出和演变,构建社会主义和谐社会的战略目标、生态环境问题的妥善解决逐渐提上日程。发展经济高效、生态平衡的产业,建立社会和谐、生态健康的环境,从而形成开发与保护并重,物质文明与精神文明并举,自然与人类高度统一的可持续发展模式,亦称为绿色经济。生态经济的本质,就是把经济发展建立在生态环境可承受的基础之上,在保证自然再生产的前提下扩大经济的再生产,从而实现经济发展与生态保护的“双赢”,建立经济、社会、自然良性循环的复合型生态系统。
