浅析政府应对居民收入增加与财政收入减少的对策

党的十八大报告提出要千方百计增加居民收入,深化收入分配制度改革,实现发展成果由人民共享。然而在国民收入总量一定的条件下,居民收入比例增加,政府与企业的收入比例则会减少。因此,在社会主义市场经济条件下,如何平衡居民收入比重提高与财政收入减少两者之间的关系考验着政府的执政能力,关键在于明确政府职责,实现政府职能归位。

Analysis of the Government's Response to the Increase of Resident Income and the Decrease of Fiscal Revenue

The 18th National Congress of the CPC has put forward that we should do everything possible to increase personal income, deepen the reform of income distribution system and realize that the achievement as well as the result will be shared by people. However, under the circumstance of the certain aggregate national income, the proportion of personal income will increase, as a result, the proportion of government and enterprise＇s income will decrease. Therefore, under the condition of socialist market economy, how to balance the relation between the increase of personal income and the decrease of government revenue tests the administrative capacity of government. It is the key that government can get a clear awareness of their duties to make government functions back to the rightful position.
