我国保税港区综合发展的系统仿真研究

保税港区是指经国务院批准,设立在国家对外开放的口岸港区和与之相连的特定区域内,具有口岸、物流、加工等功能的海关特殊监管区域。本文通过对自然条件、内部环境、经济发展水平、国际竞争力和科技进步等影响因素的分析,将保税港区发展系统进行降阶,分别构建子系统的因果关系回路并进行系统流图分析,通过系统动力学模型,仿真保税港区综合发展的运行机制,分析系统中变量的静态演变与动态变化过程,并对我国保税港区的发展提出相关建议。

A Simulation Study on Comprehensive Development System of China′s Bonded Port Area

The bonded port area is approved by the State Council,set up in China′s opening-up port areas and some specific areas connecting to opening ports,which has the functions of port,logistics,and processing as the custom special supervision zone.This article,through the analysis of natural condition,internal environment,economic level,international competitiveness,and scientific and technological progress,illustrates the development system of the bonded port area,analyzes the subsystems causality loop and system flow diagram.Moreover,it analyzes the static evolution and dynamic process of a variable in the system through the system dynamics model and operating mechanism of comprehensive development of bonded port area,and finally it proposes some suggestions for development of China′s bonded port area.
