| Abstract: | Because of the extraordinary rapid development caused by enrolment on a larger scale in suc- cessive years, public institutions of higher learning in China are confronted with many problems. "FTS" model, a new model for polarized and coordinated reform of colleges can help solve the problems and push forward the sustained development of colleges. |
