| 摘 要： | 政府作为创业活动的支持者和创业服务的提供者，促进着整个社会的创业发展。2015年，中国政府提出了“大众创业，万众创新”的口号，然而，“大众创业”不只是创业者和创业活动数量增加的问题，更是创业者和创业活动从精英阶层普及到社会大众尤其是社会弱势群体的包容性发展过程。通过引入包容性发展理念，从政府视角出发，提出了一个基于关键创业要素的包容性创业体制，明确了中国政府在促进包容性创业方面的关键举措，包括文化教育发展、政策扶持、财务支持和平台搭建等。
