摘    要:工业是中国经济发展的重要支柱,研究水资源日益短缺背景下的工业用水效率对于保证我国经济可持续发展意义重大。研究了基于超效率DEA方法,选取2003年—2010年的中国31个省区工业用水量和经济发展面板数据,分别在规模报酬不变和规模报酬可变的情况下对其进行了DEA超效率分析。分析结果显示中国工业用水效率在2007年后得到了较大的提高;中国东部、中部、西部在用水效率上呈现逐步下降的特征,全国工业用水效率总体偏低,地区用水效率差距较大,各省区应该加快转变经济增长方式,加快技术创新,同时提倡企业节约用水。

Abstract:Industry is the backbone for Chinese economic development,it is very important for us to study the industrial water efficiency in order to guarantee the sustainable economic development in China under the background of water resource shortage. Based on the method of super-efficiency DEA,this study selects the 2003-2010 year’s panel data of industrial water consumption from 31 provinces to conduct a super-efficiency DEA analysis with the assumptions of constant return-to-scale and variable return-to-scale respectively. The results show that industrial water efficiency improved a lot after 2007 year,and the water usage efficiency greatly decline from east to west in China. The industrial water usage efficiency generally is low in China. Local governments should accelerate the transformation of economic growth mode,innovation of technology,and promote water saving in enterprises.
