| 摘 要： | 当前中西部地区受"三农"问题拖累,东部地区则受产业转型升级问题困扰,且两者互为影响、相互加强.统筹解决两大区域发展难题的现实且有效途径,是积极推进区域间的产业转移及其承接.东部以产业转移为产业转型升级腾出空间,中西部则以承接产业转移为解决"三农"问题创造条件.推动区域间产业转移及其承接,要求构建东部地区产业转移的倒逼机制;将中西部地区打造为东部地区产业转移的理想承接地;中央政府在宏观层面上应加强引导和调控.
