完善城市水环境综合治理PPP模式的研究

针对以政府为主导的传统水污染治理方法治理力度不够等问题,以江西省抚河流域生态保护及综合治理为例,分析城市水环境综合治理中运用PPP模式产生的效益及遇到的阻力。研究结果表明,必须从国家法律层面促进PPP模式的发展;各级财政部门要引导PPP模式的进行;金融行业、民营企业等必须加强合作,积极参与PPP模式,发挥各自的优势,建立利益共享、风险共担、全程合作的关系。

PPP mode for improving comprehensive treatment of urban water environment

With regard to the problems such as insufficient degree of the traditional treatment methods for water pollution dominated by the government, the PPP mode is employed to analyze the benefits generated by comprehensive treatment of urban water environment as well as its obstructions by taking case study of ecological protection and comprehensive treatment of Fuhe River Basin in Jiangxi Province. The results show that the development of PPP mode should be improved from the national legal level. The financial departments at various levels should guide the operation of PPP mode. The financial industry and the private enterprises should cooperate with each other and actively participate in the PPP mode and give full play of their own advantages so as to establish the relationship of benefit sharing, risk sharing and full cooperation.
