循环经济法制建设中的立法路径分析

循环经济是建立节约型社会，实现中国经济可持续发展的重要途径。法制建设是发展循环经济的制度保障。但现有的循环经济法制还不健全，基本的框架还没有完全建立起来，在一定程度上制约了我国循环经济的发展。要大力发展循环经济，必须要加强循环经济立法。建立循环经济的法律体系。在立法中，应遵循以国家统一立法，制定指导性原则；地方配合立法，落实具体措施的路径。

Recycling economy legal construction's legislation route analysis

The circular economy is an important way to construct the eco- nomic society and realize the sustainable development of China's Economy. The construction of legal systems is the system guarantee to develop the cir- cular economy.But now,our legal systems of circular economy are not perfect and the basic legal framework hash't been built.So it has influenced our development of circular economy,to some extent.In order to enhance the development of circular economy,we must enhance the legislation and build the legal systems of circular economy.In the process of legislation,we must follow the two principles:the central government legislates and makes the guidance principles;the local government coordinates the legislation and re- alizes the concrete measures.
