严格规范公权力运作:预防高校腐败产生的关键

高校从源头上预防腐败,当前最关键的是要严格规范公权力的运作.一是要规范资金审批程序,严格规范财政拨款或其它资金的宏观决策,规范各级领导的经费审批运作,规范财务人员对经费收支的经办权力,规范基本建设的决策和实施;二是要完善人事任用制度,特别是健全引进人才和晋职晋级制度;三是完善学术评估管理,规范科研成果评奖、学科建设选优、各类导师遴选等工作;四是要警惕高校亚权力腐败,尤其要严防裙带型亚权力、师生型亚权力、伙伴型亚权力、帮派型亚权力和随从型亚权力的蜕变和作祟.
