| 摘 要： | 失地农民是我国工业化、城市化快速发展的必然产物.作为弱势群体,失地农民权益保障问题正逐步受到社会关注,成为我国维护社会和谐稳定和长治久安的重要因素之一.通过对失地农民权益保障问题的法律缺失、理论分析、实证分析、制度建设四个方面的多维度研究,就解决失地农民权益保障问题提出如下建议:(1)进一步完善现行土地相关法律制度；(2)纳入全国统一的社会保险；(3)建立失地农民权益保障专门机构；(4)建立失地农民权益保障法庭.
