国际因素与中小国家的民主化:对韩国的个案研究

民主化不仅是国内的政体变迁或政治改革过程,也是对全球和地区政治经济形势的变化做出的回应。在全球化的当代世界,没有哪个国家的政治发展能免受国际因素的影响,然而,长期以来,中小国家的政治转型被认为主要是国内社会经济文化发展的结果,制度生成和更新的国际因素却很少引起学者的关注。在质疑国内中心论假设的基础上,作者以国际因素为自变量,以国内因素为干预变量,以中小国家的民主化为因变量,运用层次分析法,从结构、情境和行为体三个层面探讨国际因素与中小国家民主化之间的相关性。通过对韩国的个案研究可以发现,国际因素是影响民主化进程的重要变量,对中小国家来说,国际因素甚至能起着决定性作用;国际因素与国内因素之间的互动关系不但影响中小国家政治精英的战略选择,而且影响其民主框架下的制度选择和政策设计。
