| 摘 要： | 甘肃进行新农村建设主要面临:农村绝对贫困面大,生态环境问题突出,"工业反哺农业,城市支持农村"的力量薄弱,以及农村教育、卫生、社会保障等事业发育迟缓等四个问题.因而,甘肃进行新农村建设主要应采取:进行生态环境的重建,有计划分步骤的建立与健全农村社会保障制度,建立与健全"工业反哺农业,城市支持农村"的长效机制等政策或措施.

| Abstract: | Four questions: poverty in most area,zoology question,industry feeding agriculture and city supporting village,and slowly developing education,health,social ensure,are faced with Gansu new rural construction.The countermeasures to this question: rebuilding zoology environment,constructing rural social ensure system,building long-term system and countermeasures to industry feeding agriculture and city supporting village. |
