| 摘 要： | 国内学者普遍认为农业保险不是私人物品,而是准公共物品.官兵 (2008) 却独树一帜,认为农业保险不是公共物品,而是私人物品.然而,他仅反驳了"农业保险是公共物品"的观点,就得出农业保险是私人物品的结论,这值得商榷.农业保险不是公共物品,也不是私人物品,而是介于公共物品与私人物品之间、更接近于私人物品的准公共物品.所以,发展农业保险,必须从政策性农业保险和商业性农业保险相结合上寻求破解之道.
