| 摘 要： | 发展循环经济是全面协调可持续发展观的本质要求，而发展循环经济的微观基础是企业生态化技术创新。本文以西安市为例，在对企业生态化技术创新内涵界定的基础上，分析了企业生态化技术创新的障碍，然后指出政府应充分营造生态化技术创新的社会氛围，运用经济和法律等手段使外部性“内部化”，引导建立明晰的产权制度，倡导建立生态工业园。
