黑龙江省不同农民群体的社会养老保险制度探析

完善农村社会养老保险制度是促进农村经济又好又快发展、实现城乡统筹发展、构建和谐社会的一项重要内容。随着农村经济发展和社会转型，农民群体逐渐分化，对农村社会养老保险制度设计提出了新的要求。黑龙江省现行的社会养老保险模式已不能适应这一现实，致使农村社会养老保险面临着巨大压力。根据农民的不同特点实行分类保障，构建新型农村社会养老保险制度，已是当务之急。
