党的十六届四中全会提出构建“社会主义和谐社会”的战略目标，这是我党根据我国社会发展实际和国际经济社会发展趋势提出来的一个具有创新意义和战略意义的目标。要实现这个目标就必须在具体分析我党提出构建社会主义和谐社会的原因的基础上处理好以下几方面的关系：构建社会主义和谐社会与全面建设小康社会的关系；构建社会主义和谐社会与坚持科学发展现的关系；构建社会主义和谐社会与社会稳定的关系。
