财政管理科学化、精细化，要求发展财政支出的绩效评价，来提高财政支出管理水平。把平衡计分卡（表）的绩效评价系统引入财政支出绩效评价管理中，有利于解决财政支出评价中的统筹兼顾问题。这种技术路线上的设计，意在通过平衡计分卡（表）四个维度的绩效考核指标，使财政支出绩效评价中公平与效率、长期与短期等多个目标达到综合匹配。本文对此试提出初步设计思路。
