当前经济形势与宏观调控主要政策取向分析

2004年中国经济形势总体良好，在中央加大宏观调控力度的情况下，呈现出速度快、效益好的局面，但经济运行中还存在一些突出矛盾和隐患，国民经济仍面临从局部过热向整体过热蔓延的危险。2005年宏观调控丝毫不能放松，但要改进调控方式，实行稳健的财政政策和货币政策，并加强各项宏观经济政策的协调配合。在总量调控上，注重运用货币政策，防止高通货膨胀爆发；在结构性调控上，注重运用财政政策，加强薄弱环节发展。同时要积极采取措施，大力促进消费、增加就业、完善社会保障体系和维护社会稳定。

An Analysis of Current Economic Situation and Major Regulation Policy Concerns

The year 2004 saw a generally favorable economic situation in China, good performance coexisted with quick growth under active macro-regulation by the central government. However, there still exists significant problems, and the national economy is facing the risk of proceeding from partial overheat to overall overheat. In 2005, macro-regulation should not be relaxed, but the method should be different, i.e., adopting a stable fiscal policy and monetary policy, paying attention to the coordination of various macro-economic policies. In general regulation area, monetary policy should be in the focus to prevent inflation; in structural regulation area, fiscal policy should play a more important role in promoting the development of weak links and sectors. At the same time, other measures should be actively taken to promote consumption and employment, and to improve social security system and to maintain social stability.
