| 摘 要： | 全球气候变暖已成为世界各国人们和政府关注的热点,它影响到人类生存环境并制约经济持续增长.因此,改变能源结构,发展低碳经济已成为迫切任务.低碳经济是相对于高碳经济而言的,它是低消耗、低排放、低污染可持续发展的一种经济发展模式.当前低碳经济发展面临许多问题,必须以科学发展观为指导,采取有效对策措施,确保低碳经济持续发展,实现人类的文明进步.
