学前教育经费投入水平的地区差异与成因——基于省级数据的实证分析

利用2002~2011年31个省、市、自治区的面板数据测算我国学前教育生均经费地区差异的基尼系数,并对其进行静态和动态分解。结果表明,学前教育三年行动计划的实施对促进学前教育的公平发展起到了一定的作用,但地区差异仍十分突显。根据地区学前教育投入水平差异的形成原因,应加大政府投入,强化教育公平,支持民间投资,完善贫困资助制度。

An Empirical Study on the Provincial Gap of Investment in Early Childhood Education: an Empirical Analysis of Provincial Data

Using the 2002~2011 panel data of China''s 31 provinces, we calculate the Gini coefficient difference in per student expenditure of preschool education. From the change of Gini coefficient, we can see that since the implementation of the three-year plan in childhood education, the central financial investment in preschool education promotes fair development of preschool education. Furthermore, on the basis of establishing the econometric model, we analyze the reasons of differences in the level of investment in preschool education, and put forward some suggestions to reduce the regional differences and promote the fair development of preschool education.
