低碳经济背景下环境规制对经济增长的影响

摘    要:低碳经济发展受到世界各国的高度重视,如何有效减少CO2排放量需要政府环境规制的有效介入,在低碳经济发展背景下探索环境规制对经济增长的影响具有重要意义。基于我国1995-2011年29个省市的面板数据,测算历年各省的CO2排放量,以CO2排放强度为环境规制的代理变量,实证分析环境规制对经济增长的影响,结果显示:环境规制强度与经济增长之间呈现倒U型关系,初期CO2排放强度降低1%,即环境规制增加1%,经济增长将增加4.71%,当环境规制强度增大到一定水平后,继续加大环境规制强度将降低经济增长。

Abstract:The development of low-carbon economy attaches great importance by the countries all over the world , how to effectively reduce the e-missions of CO2 need effective intervention in Environmental Regulation by the government , explore the influence of environmental regulation on e-conomic growth is of great significance under the background of low carbon economy development .Based on the 29 provinces and cities panel data from 1995 to 2011, calculate the CO2 emissions, then using the CO2 emissionCO2 intensity as the proxy variable of environmental regulation to ana-lyze the influence of environmental regulation on economic growth .The result shows that the intensity of environmental regulation and economic growth presents the inverted U-shaped relationship, at the first period, the CO2 emissions intensity reduce 1%, namely the environmental regula-tion increase 1%, then the economic growth will increase 4.71%, after the environmental regulation intensity increases to a certain level , continue to increase the intensity of environmental regulation will reduce economic growth .
