试论新农村建设中农村劳动力城镇化转移的长效机制

对于农村劳动力的转移问题,政策实践和理论研究更多重视了向大中城市的转移,很少考虑向小城镇转移的问题,更少考虑具体的转移机制问题。因此,应尽快建立包括导向机制、动力机制、信息传导机制和保障机制在内的各项机制,用城乡统筹发展的新思路来指导农村劳动力转移工作,把农村劳动力城镇化转移工作纳入到整个国民经济体系中来,要因地制宜地搞好城镇化建设,大力发展市场中介组织和农村信息化建设,着力完善各项政策措施,促进农村劳动力的城镇化转移。

On Long-term Mechanism of Urbanization Transfer of Rural Labor Forces in Building Socialist New Country

When it comes to the rural labor force transfer,the policy practice and theoretical research have attached more importance to that to large and medium cities than to urbanization and even less to the mechanism.Therefore,such mechanism should be established as that of guidance,of power,of information conduction and safeguard as well.And the rural labor force transfer should be instructed by the idea of integrated development of the city and countryside and brought into the national economic system.It is necessary to develop the market intermediary organization and the rural construction in information domain,perfect policies and measures to promote the urbanization transfer of rural labor forces.
