继续实施区域发展总体战略是纲，深入推进西部大开发，全面振兴东北地区等老工业基地，大力促进中部地区崛起，积极支持东部地区率先发展是目。促进大中小城市和小城镇协调发展是走中国特色城镇化道路的根本保证。着力发展经济增长极——城市群则是区域振兴，乃至中国实现现代化的必然选择。虽然主体功能区划分是实施区域发展战略的载体，但目前需要明确单元划分，量化标准，以及是否需要进一步划分若干亚区或亚类等相关问题。

A Comprehensive and Profound Understanding of ＂ Continue to Implement the Overall Regional Development Strategy＂

The outline of our work is to continue to implement the overall regional development strategy, and the detailed items are to advance the great development of Western China, to revitalize in an all-sided way the old industrial bases in the northeast region, vigorously promote the rise of the central region, and actively support the preferential development of the eastern region. To boost the coordinated development of large and medium-sized cities and small towns is the fundamental guarantee of following the road of urbanization with Chinese characteristics. Focusing on the development of economic growth pole-city group is China＇s inevitable choice for the regional urban revitalization and even the realization of modernization. Although the division of main functional areas is the carrier of implementation of the regional development strategy, currently we need to be clear about the unit division and the quantitative criteria, as well as related issues such as the demand for further division of a number of areas or subclasses.
