基础教育的公私合作供给模式与治理:基于珠三角的案例研究

国民基础教育是重要的公共品之一，合理的治理机制不仅决定了民间资本能否充分进入、弥补公共教育财政缺口，而且对于保障教育质量，充分实现公民受义务教育权具有关键性意义。文章区分了外来务工人员子女学校、特色民办学校和校区配套学校三种在珠三角具有典型代表的公私合作基础教育供给模式，从政府政策扶持导向、公共财政资助机制、人力资源管理机制、行政监管机制四个方面分析了现行公私合作治理机制的优劣，建议从进一步转变政府职能、改进政府治理机制、培育民办教育机构、协调民办学校和公办学校之间的竞争合作关系等方面入手，进一步完善相关治理机制。

Governance Model for Public-Private-Partnership (PPP) in Elementary Education Supply: the Case of Pearl River Delta

Elementary Education is one kind of important public goods. In the area of Pearl River Delta in Guangdong province, economic development cause excess demand and differential demand for elementary education. Local governments support the development of private schools to satisfied education demand. It is a good case to analysis the Public-Private-Partnership (PPP) in elementary education supply. To improve the PPP network governance, governments should change the governance mechanism, should cultivate private education institutions, should coordinate the competition and cooperation relation between private schools and public schools.
