中国农村耕地农民养老保险制度的路径选择

中国农村即将进入老龄化，由于耕地农民参保意识不强及参保能力不够，地方财政转移支付能力弱、农村保险制度存在缺陷等原因，造成当前参保农民较少、保险水平低等问题。为完善中国耕地农民养老保险制度，在制度设计上要考虑其特殊性及其与城镇养老保险制度的接轨问题，保费标准要与农民收入匹配，保险层次要与农民发展趋势吻合。

Method Choice on the Establishment of Land Farmers' Endowment Insurance System in China

The town in China will going to the old-age social.Due to the weak consciousness of land farmers purchasing insurance,weak ability of joining the insurance,lack of the supporting capability of local finance and the shortages of rural insurance system,there are some problems,such as few farmers purchasing insurance and the insurance level low.To perfect the land farmer's endowment insurance system,we should consider the special points in the system design course and the junction with the city endowment insurance system.The insurance fee should be suitable for the peasants' income and the insurance level should be suitable for the rural development tendency.
