农村集体经济壮大的障碍、成因与建议——以陕西省为例

壮大农村集体经济是实现乡村振兴的战略任务,是实现"农业、农村、农民"走向"强、美、富"的必由之路,是夯实党在农村执政地位和执政基础的重要基石,更是全面建成小康社会的重要保证。近年来,虽然发展农村集体经济已取得阶段性成就,但总体而言与中央要求相比仍存在差距。为此,本研究通过对陕西省农村集体经济组织发展现状进行调查,从主导产业、土地资源、负债经营、收入来源和管理人员五个维度对壮大农村集体经济现实障碍及其成因进行了多视角分析,并据此从农村三产融合发展、加快土地流转、破解融资难题、增强造血功能、制定市场化专才聘任政策等方面给出了壮大农村集体经济的建议,以推动中央壮大农村集体经济历史任务的有效落实和执行。

Obstacles,Causes and Suggestions for the Growth of Rural Collective Economy:Evidence from Shaanxi Province

Strengthening the rural collective economy is the strategic task to realize the rural revitalization,the only way to make"agriculture,rural areas,farmers"become"strong,beautiful and rich",the important cornerstone to consolidate the party’s governing status in rural areas,and the important guarantee to complete the building of a moderately prosperous society.In recent years,although the development of rural collective economy has made some achievements,there is still a considerable gap compared with the requirements of the central government.Therefore,based on the investigation of the current situation of the rural collective economic organizations in Shaanxi province,this paper analyzes the practical obstacles and their causes from the five dimensions including leading industry,land resources,debt management,income source and management personnel.Moreover,the relative suggestions are put forward in this paper from the perspective of the integration development of the three industries in rural areas,speeding up the land circulation,solving the financing problems and enhancing the hematopoietic function to promote the rural collective economy.
