| 摘 要： | 本文从分析产业集聚与产业集群的联系与区别入手，探讨了工业园区概念的基本内涵及政府设立工业园区的主要动因，分析了工业园区与产业集群的关系，指出工业园区发展的目标定位是打造特色产业集群，并提出了基于产业集群导向的工业园区发展战略思路。
