农地制度创新:农村劳动力转移的必经之路

以家庭联产承包制为基础的农地制度推行以来所取得的巨大成就有目共睹,但是就我国现阶段的农村劳动力转移而言,现行农地制度的某些缺陷又对我国农村劳动力转移形成了效率性、功能性、市场性制约。为此,我们应当立足于我国基本国情,构建农地财产权新框架,培育土地流转市场,完善农村社会保障制度,有效地促进我国的农村劳动力转移和城市化进程。

Farm land system innovation:countryside laborer transition's necessary road

Though we have made great achievements sin ce we carried out the rural land system based on the household contract responsibility system, yet considering the rural labor transform at the present stage, some deflections of the current rural land system have become the shackles of the rural labor transform in our country. So this paper suggested we should construct the new framework of rural land property right, establish the market of rural land circulation, and improve the rural social security system on the base of the fundamental realities of our country in order to advance the rural land transfer and the process of rural urbanization.
