中国地质调查管理体制和运行机制研究

随着经济发展、生产力水平的不断提高,我国以往高度集中的矿产资源勘查管理体制的缺陷和弊端充分暴露出来,因此有必要开展中国地质调查工作管理体制和运行机制研究。文章通过对市场经济条件下地质工作的特点和规律,以及地质工作管理体制和运行机制变化趋势的分析,论述了地质调查管理体制和运行机制的现状和问题,包括管理关系、组织结构和队伍建设现状,项目管理体系,预算、财务、资产管理体系等;最后指出建立和完善地质工作新体制和新机制必须与客观规律相适应,正确发挥政府的作用,并提出中国地质调查局发展的目标模式建议。

Management System and Operational Mechanism of Geological Survey in China

Along with the economic development and the productivity continuous increase,former high concentrated management system of mineral resource exploration in China has exposed some limitation and abuse.Therefore,it is necessary to study on management system and operational mechanism of Chinese geological survey work.This paper analyzes the characteristics and law of geological work under the condition of market economy,and discusses the developmental trend of management system of geological work.Then it expounds the present condition and problems of management system and operational mechanism of Chinese geological survey work from the following aspects: the management relation,geological work organization and geological talent army construction,project management system,budget,finance,property management system etc.Finally,the authors point that it must adapt to objective law and bring the role of government into correct play to construct and perfect the management system and operational mechanism,and puts forward some suggestions for development model of China Geological Survey.
