创新养老服务发展模式完善养老服务体系建设

伴随着人口的快速老龄化,养老服务的发展建设也愈加迫切,然而当前我国养老机构主要是政府主导的模式,无法满足目前养老服务的现实需求。基于此,笔者通过调查养老服务走在全国前列的南京市民政局和数家养老机构,提出了更新服务观念、转变政府角色、调整管理模式、完善财政政策、发展居家养老的由政府引领、民间管理的养老服务模式,以期进一步完善养老服务体系。

Innovating Pension Service Development Model and Improving the Pension Service System

With rapid population aging, pension services development and construction has become even more urgent, but the current pension institutions in China are mainly government-led model, which can not meet the current demand for pension services in reality. Based on this, the author, through surveys of the Nanjing Bureau of Civil Affairs whose pension services walking in the front row and several pension agency, proposes pension service model which can update services view, change the role of management, adjust management model, improve fiscal policy, and develop family endowment led by the government and civil management. This model can further improve the pension service system.
