我国城市应急管理体制存在的问题及对策研究

随着社会的进一步转型和市场经济深层次变革,许多深层次社会矛盾和问题逐渐显现,可能引发各种危机的不确定因素也随之增加,危机的危害程度大大提高。如何有效、及时、和平地处理突发性危机事件,已经成为今后一个时期必须给予高度重视的问题。为了提高应对公共危机的能力,我国城市政府应当尽快建立一体化的综合应急管理体制,汲取国内外应急管理建设的经验,提高管理的科学性,强化全社会协作能力,使城市更好地防御危机。

China urban emergency management system's existing problem and countermeasure research

With the transformation of soeiety and reform of market economy, many fundamental contradictions and problem in society come to light. This may lead to other uncertainties of different crises. And the extent of crises is on the inerease. How to deal with these unexpected events with high efficiency, fast speed and peaceful means is becoming a serious matter to which we should pay much attention. To promote the ability in resolving the public crisis, our metropolitan government should build a unified and comprehensive management mechanism as soon as possible. At the same time, the authorities should absorb the concerned experience frum both home and abroad to enhance the management ability. Furthermore, the whole society should strengthen the cooperative ability, making the city more prepared for the crisis.
