| 摘 要： | 在海峡西岸经济区三大中心城市，厦门市的腹地最小，又要承担起龙头示范带动作用，是一个值得探讨的课题。为了破解这一难题，厦门市委、市政府提出推进岛内外一体化的发展战略。这对实现厦门经济发展方式的转变，拓展厦门城市化规模，带动厦门新农村建设，把厦门经济做强做大，具有重要的意义。
