| 摘 要： | 本文分析了我国后评价工作进展缓慢的体制障碍、机构障碍、决策主体障碍以及资金障碍,论述了推进后评价工作开展的动力机制。通过后评价动力与障碍分析,可以有目的、有针对性地排除障碍,强化后评价动力机制,推进我国项目后评价工作的顺利开展。

| Abstract: | In this article, the author analyses the problems which hinder the progress in the Ex-post evaluation in China. The problems exist in the investment system, the decision - makers and the capital surport. He also discusses the motivition mechanism promoting the Ex- post evaluation.The author addresses this subject in order to help to obviate the obstacles more closely, to intensify the motivition more strengly, and to promote the work in Ex - post evaluation in China to go more smoothly. |
