| 摘 要： | 体制障碍是形成"三农"问题的主要原因.要从根本上解决"三农"问题,首先是农业和农村外部各种体制创新,清除农业和农村经济发展的体制障碍,优化农业和农村经济发展的环境.其次是农业和农村内部各种体制创新,增强农业和农村发展活力.
