Abstract:The recent controversy over the EU Directive on Services has given new impetus to the debate on minimum wages. Which EU countries have regulations on minimum wages and to what extent do these regulations differ? Are they effective as an anti-poverty tool?

The authors wish to thank the European Industrial Relations Observatory (EIRO) and the contributing National Centres as well as, in particular, Mark Carley for their support and comments.
