| 摘 要： | 市场竞争最重要的是人力资源的竞争。面对知识经济时代， 面对发达国家对发展中国家激烈的人才竞争， 我国必须做出积极有效的反应， 转变观念， 采取措施， 正确认识人才的价值， 完善市场调节机制， 积极参与全球人才竞争， 为知识经济时代奠定必要的人力资源基础。
