京津冀都市圈管治问题探讨

京津冀三省市协同发展的程度尚未达理想水平，其重要原因是其在管治理念、管治模式、管治体系和职能等方面尚未形成一个合理的管治模式和协调机制。要实现京津冀都市圈协调发展，须在管治模式和协调发展机制方面进行创新，即确立都市圈管治新理念，建立京津冀都市圈双层多核管治模式，强化“管理模式”与“社团模式”；充分发挥京津冀都市圈规划的作用，建立“非实体性”行政层面协调机制，建立省市政府层面的协调管理机制，建立和完善公民参与机制，建立经济、社会、资源环境相统一的协调发展机制。

The olegree of Cooperative develop of the Beijing,Tianjin and Hebei metropolitan can't get the ideal level.The important reason is that there doesn't form the reasonable manage model and cooperation mechanism in aspects of manage idea,manage model,manage system and function.To realize the cooperative develop of Beijin,Tianjin and Hebei metropolican,We should innovate the manage model and develop mechanism,that dre to set up the metropolitan manage idea,set up the clual manage model of Beijing,Tianjin and Hebei metropolitan,strengt5hern the manage model and society model,exert the function of programmin,set the non-substantiality administration cooperation system,estabush and perfect the enlist system and build the cooperative develop system of economy,society and resource.
