中国地方政府“四位一体”食品安全管制体系的构建

摘    要:在以《食品安全法》为食品安全管制基本制度的背景下,分析地方政府食品安全管制的难点及其产生机理,从政府监管体系、法规保障体系、技术支持体系、社会参与体系4个子系统入手,构设“政府主导、法规保障、技术支持、社会参与”四位一体的地方政府食品安全管制体系及其运行机制,提出改革与完善的思路和政策建议。

Abstract:Based on the framework of social control theory and the institutional background that applying Food Safety Law as fundamental system of food safety regulation, this article analyzes the difficulties of food safety regulation by local govern-ments and the reasons, starting with four sub-systems as government supervision system, regulations protection system, technol-ogy support system and society participation system, and brings up the establishment of four-in-one food security regulation system by local government that dominated by government, safeguarded by regulations, supported by technology and involving in society. The article also makes suggestions of reform, thorough approaches and relative policies in light of existing problems of the four sub-systems.
