上海市科技型企业融资支持机制创新研究--基于信用融资平台构建

科技与金融的结合是推动高新技术产业化的核心和内在要求。针对上海市科技型企业融资支持体系现状与瓶颈，当前上海市应充分发挥市区两级财政的市场杠杆效应，以“拓渠道、补短板、控风险、促转型”为目标，在全市范围内构建科技型企业融资支持平台，一方面为科技型企业和商业银行搭建融资服务桥梁，通过风险补偿机制引导商业银行等金融机构成为科技型企业融资服务的主力军，另一方面通过风险控制机制对科技企业贷款实施全面有效的监管，创造扶持战略新兴产业发展的政策环境，撬动更多的社会资本向科技型企业贷款倾斜。

Research on Financing Support Mechanism Innovation for Shanghai High-tech Enterprises

Combination of technology and finance is the core and inherent requirement of promoting high-tech industrialization. Based on the current situation and problems of high-tech enterprise financing support system in Shanghai , market leverage effect should be fully used at municipal and district levels. High-tech enterprise financing support platform is set up around the city in order to realize the goal of “expanding channel, strengthening the short board, controlling risk, promoting transformation”. On one hand, financing relationship between high-tech enterprises and commercial banks is promoted so that financial institutions such as commercial banks can become the main financing channel of high-tech enterprises through risk compensation mechanism. On the other hand, risk compensation mechanism is used to effectively supervise the loans for high-tech enterprises, to create the policy environment for promoting the development of strategic new industries, to attract more social capital for high-tech enterprise loans.
