我国碳金融发展的实践与再思考

随着资源环境与经济发展矛盾日益突出,低碳经济在全球化背景下逐渐形成新的经济发展模式。在梳理国内外低碳融资发展现状的基础上,揭示国内外低碳融资模式存在明显差异,欧美等发达国家主要以直接融资为主,我国主要以间接融资为主。本报告将基于国内外低碳融资的实践经验分析,探索推动我国碳金融的有效路径,并提出相应的政策建议,我国应加快构建以市场为中心的碳交易机制,同时加强财政引导,创新融资渠道,带动多方资本参与,方可推动我国低碳经济良性有序发展,从而达到推动和实现绿色生态文明建设的目标。

The Practice and Research on China Carbon Finance Development

With the increasing conflict between resource environment and economic development,low-carbon economy has evolved its new economic development model under the globalization era.The article sorts out the current low-carbon financing situation domestic and overseas,describes the obvious differences in their financing models.Those economies in developed Europe and American areas take direct financing as their main means while China chooses indirect financing as its main mean.Based on the practice and experiences of domestic and overseas low-carbon financing models,the article will explore effective channel to promote China carbon financing and present its policy recommendation.China should try to set up its market-based carbon trading mechanism,strengthen public finance direction,innovate financing channel,encourage the participation of different capital to promote a good and orderly low-carbon economic development to meet the goal of a green and environment friendly society.
