节能环保视角下财政支出政策的思考

自2007年“211环境保护”支出科目设立以来,财政支持环境保护的力度不断增大,凸显了政府对于生态环保的重视。但是财政资金的大量投入,并未从根本上扭转我国生态环境恶化的趋势。本文通过对我国节能环保财政支出状况的分析,试图找出其中的问题,并在此基础上提出了相关的政策建议。

Fiscal Expenditure Policy Study from the Perspective of Energy-Saving and Environment Protection

Since the set-up of "211 Environment Protection" expenditure account in 2007, public finance keeps its input in protecting environment, this highlights the importance that the government pays to ecology and environment protection. The high input of public finance did not revert the trend of China environment and ecology deterioration. The article analyzes current situation of public finance expenditure in energy-savings and environment protection, tries to find the underlying problems and presents policy situation then.
