政府间环境事权划分改革的基本思路及方案探讨

本文从我国当前面临的突出环境问题入手,针对现行政府间环境事权划分中存在的主要问题,借鉴美国、德国、日本等OECD国家的先进经验,提出了政府间环境事权划分改革的基本思路和具体方案,初步列举了中央与地方政府环境事权划分的明细单,为我国在环境领域理顺政府间财政关系进行了探索和尝试。

The Basic Thoughts and Specific Plans for the Reform of the Environmental Authorization Clarification among Governments

This paper starts with the outstanding environmental problems currently faced by China, and points out the main problems existing in the environmental authorization clarification among the current government. It draws on the advanced experience of OECD countries such as the United States, Germany, Japan, etc., and puts forward the basic reform of the division of environmental power among governments. The ideas and specific plans have preliminarily listed the detailed list of the division of environmental rights between the central and local governments, and explored and tried to rationalize the reform of intergovernmental fiscal relations in the environmental field.
